Highlights of Internet resources management in Viet Nam in 2018

On 5th January, 2019, VNNIC joint with the Authority of Radio Frequency Management, Authority of Central Posts and Telecommunications and Authority of Telecommunications to hold an annual general meeting in order to summarize achievements in Internet management in 2018 and announce the strategic plan for the year 2019. 2018 saw a significant increase in IPv6 penetration rate in Viet Nam, bringing Viet Nam to the 13th place ranked by IPv6 global adoption rate. The highlight of year 2018 was also the improvement of .VN data management with the introduction of online registration system.

Continuous growth in the use of Internet resources

2018 saw a significant growth in IPv6 deployment percentage of 25.85% with more than 14 million IPv6 users including 6.5 million of FTTH subscribers and 3.1 million of mobile users. Viet Nam was ranked the second place in ASEAN, the 6th place in AP and the 13th place of world’s highest IPv6 adoption rate.

As the first ISP in Viet Nam to support IPv6 for mobile service and continously giving an impulse to provide IPv6 service to their FTTH customers, VNPT is the greatest contributor to IPv6 deployment in Viet Nam with IPv6 adoption rate reached 35% till end of 2018. Viettel and FPT Telecom took the second place with the rapidly growing IPv6 deployment percentage of 25%. At the meeting, Mr. Pham Hong Hai, Deputy Minister of Information and Communications Ministry gave compliment to VNNIC and some ISPs for their contribution to the sustainable development of IPv6 that not only solves the problem of IPv4 address exhaustion, but also contributes to the readiness for Industry 4.0 and digital transformation in Viet Nam.

2018 also marks a significant milestone for the improvement of .VN registration procedure and management system. Since September 2018, the online registration system for “.VN” domain name has been implemented. Now the simplified registration process will be carried out online easily for users to obtain “.VN” domain name but still compliance with Vietnamese regulations and laws. By the end of 2018, the cumulative number of .VN domain names reached 465,890 domains which increased by 8,3% compared to the number in the same period in 2017. Since 2011, Viet Nam has been standing one of top 10 countries having highest ccTLD registrations in Asia Pacific.

The connection, security and safety of the national DNS .VN and VNIX system was ensured without any incidents

In 2018, VNNIC continuously improved the stable connection, security and safety for national DNS .VN system and other critical information infrastructures operated by VNNIC. Now the specifications of DNSSEC was extended to all national DNS servers and the national “.VN” DNS system is connected with DNS ROOT and international DNS systems, helping to ensure the safety, precision and trust for “.VN” domain queries and improve the readiness for e-commerce and e-government services in Viet Nam.

By 2018, Viet Nam National Internet eXchange (VNIX) system has 20 members peering over exchange points in Ha Noi city, Da Nang city and Ho Chi Minh city with the total connection bandwidth reaching 269 Gbps. 13 of VNIX members deployed dual-stack network. Among them, CMCTI, VNPTNET and Viettel are 3 ISPs having the highest amount of traffic over VNIX which are 51GB, 50GB and 42GB respectively which increased by about 34% compared to their traffic over VNIX in 2017.

On 7th August, 2018, VNNIC maintained and extended the validity of the ISO/IEC 27001:2013 certification standard within the scope of operation and management of essential network systems in Viet Nam including the national DNS .VN system, the Internet eXchange system and Internet data centers (IDCs) in Ha Noi city, Da Nang city and Ho Chi Minh city.

Strengthen partnership with relevant authorities in Viet Nam and Internet organizations in region

With the aim to increase the use of Internet resources in Viet Nam, VNNIC had cooperated with some Departments of Information and Communications to conduct training workshops, conferences on IPv6 transition, .VN domain registration and international domain name management (gTLD and New gTLD).

For international cooperation activities in 2018, VNNIC has been active in annual conferences on Internet resources management, technical issues and technology trends which were held by regional organizations, including APTLD’s member meetings, APNIC’s member meetings, APRICOT conferences, APIX’s member meetings, etc. VNNIC also held bilateral meetings with international organizations with whom VNNIC signed MoU (JPNIC, KISA, CC TLD for .RU) and conducted 2 training workshops on IPv6 deployment and ccTLD management for LANIC’s IT staffs, ISPs and Registrars in Laos.

VNNIC strategic plan for the year 2019

After delivering VNNIC’s 2018 report summary, Mr. Tran Minh Tan stated some significant objectives and goals of VNNIC strategic plan for the year 2019, as follows:

  • To accomplish the Viet Nam National IPv6 Action Plan;
  • To continuously promote the use of Internet resources in Viet Nam, and strengthen the security of critical information infrastructures including the national DNS “.VN” and VNIX system;
  • To simplify administrative formality, deploy effective technologies to ensure the security of e-government services in Viet Nam;
  • To improve the effectiveness of Internet resources management policy and develop regulations for auction registration of one and two-character “.VN” domain name;
  • To innovate VNIX operating system following international standards.

On this occasion, on behalf of the president of Viet Nam, Mr. Pham Hong Hai awarded the second-class Labor Order to Mr. Nguyen Hong Thang, Deputy Director General of VNNIC. Mrs. Le Dao Phuong An, officer of Technical department of VNNIC was awarded the Prime Minister’s Certificate for her contribution.
