VNNIC strengthens support for Lao partners in the management and development of Internet resources and Internet infrastructure.

On 10 January 2024, within the framework of the Digital Transformation Week in Laos, and under the bilateral cooperation program between the Ministry of Information and Communications of Vietnam and the Ministry of Technology and Communications of Laos, the Vietnam Internet Center (VNNIC) signed bilateral Memoranda of Understanding (MoUs) with the Lao National Internet Center (LANIC) and the Lao Telecommunications Regulatory Authority (LTRA).

The agreements aim to strengthen support for LANIC and LTRA in the management, development, and secure, reliable operation of Internet resources, as well as in the monitoring, statistical analysis, and measurement of Internet resource activities and Internet access performance.

Since 2005, VNNIC has established bilateral cooperation with LANIC, supporting the transition and management of Laos’ national domain name .la and providing capacity-building for human resources in Internet resource management and development. As Laos accelerates its national digital transformation and moves toward next-generation Internet technologies, both sides recognize the need to strengthen cooperation to ensure the security and reliability of national Internet resources and critical Internet infrastructure.

On 10 January 2024, witnessed by Mr. Nguyễn Huy Dũng, Deputy Minister of Information and Communications of Vietnam, and Mr. Keovisouk Solaphom, Deputy Minister of Technology and Communications of Laos, VNNIC and LANIC held a ceremony to sign a bilateral Memorandum of Understanding (MoU). The agreement reinforces cooperation through a range of activities, including:

  • developing strategies for the management and growth of the .la country-code domain;

  • training and capacity-building in technology, system operations, and secure management of the national DNS infrastructure;

  • fostering human resource development in Internet-related fields;

  • providing technical support, technology transfer, and guidance on the transition to next-generation Internet (IPv6) in Laos;

These efforts aim to strengthen LANIC’s operational capacity and support the sustainable development of Laos’ national Internet infrastructure.

The signing ceremony of the Memorandum of Understanding (MoU) between VNNIC, LANIC, and LTRA took place under the witness of the leadership of the Ministry of Information and Communications of Vietnam and the Ministry of Technology and Communications of Laos.

Also, within the framework of the cooperation program between the Ministry of Information and Communications of Vietnam and the Ministry of Technology and Communications of Laos, VNNIC and the Lao Telecommunications Regulatory Authority (LTRA) held a signing ceremony for a Memorandum of Understanding (MoU) aimed at supporting, sharing experiences, and providing advisory services on Internet access speed measurement from the Vietnam Internet Center to LTRA.

The bilateral cooperation agreements between VNNIC, LANIC, and LTRA continue the spirit of close collaboration and support between Vietnam and Laos, contributing positively to the development of Internet resources and infrastructure to serve the national digital transformation efforts of both countries.

Within the framework of the 86th Meeting of the Asia Pacific Top Level Domain Association (APTLD 86) held in Da Nang, Viet Nam Internet Network Information Center (VNNIC) organized a Memorandum of Understanding (MoU) signing ceremony with the Coordination Center for TLD .RU of the Russian Federation, to enhance information, knowledge, and experience sharing in the development, management, and promotion of country code top-level domains (ccTLDs) and internationalized domain names (IDNs).

On 18 October 2024, the National Internet eXchange Member Meeting (VNIX-NOG 2024), organized by Viet Nam Internet Network Information Center (VNNIC), took place in Hue City, Thua Thien Hue Province. The conference focused on technical and technological discussions, sharing network infrastructure operation and management experiences, and strengthening peering and remote peering connections. It also explored the application of emerging technologies to develop advanced management platforms, improving the efficiency of network infrastructure operations, network data utilization, and enhancing the quality and security of Viet Nam’s Internet infrastructure.

On 16 January 2025, at the headquarters of Viet Nam Internet Network Information Center (VNNIC) in Hanoi, VNNIC welcomed and held a bilateral working session with the delegation of the Malaysian Communications and Multimedia Commission (MCMC). The two sides shared experiences in the management of Internet Protocol (IP) addresses and Autonomous System Numbers (ASN), and discussed the promotion of IPv6 deployment to enhance cooperation in the development of Internet resources and the national Internet infrastructure. This was VNNIC’s first bilateral activity in 2025.

On August 4, 2025, at the headquarters of the Ministry of Science and Technology of Vietnam, on behalf of the leadership of the Lao’s People Revolutionary Party and Government of the Lao People’s Democratic Republic, comrade Boviengkham Vongdara – Minister of Technology and Communications of Laos – solemnly awarded the Medal of Friendship upon the collective and several individuals of the Viet Nam Internet Network Information Center (VNNIC), under the Ministry of Science and Technology of Viet Nam.

From May 8th - 9th, 2025, the Asia-Pacific Domain Name System Forum (APAC DNS Forum 2025) took place in Hanoi, Viet Nam. The event was co-organized by the Viet Nam Internet Network Information Center (VNNIC), serving as the local host, in collaboration with the Internet Corporation for Assigned Names and Numbers (ICANN).
