VNNIC Signs a Memorandum of Understanding (MoU) with the Coordination Center for TLD .RU of the Russian Federation within the Framework of the APTLD 86 Meeting

Within the framework of the 86th Meeting of the Asia Pacific Top Level Domain Association (APTLD 86) held in Da Nang, Viet Nam Internet Network Information Center (VNNIC) organized a Memorandum of Understanding (MoU) signing ceremony with the Coordination Center for TLD .RU of the Russian Federation, to enhance information, knowledge, and experience sharing in the development, management, and promotion of country code top-level domains (ccTLDs) and internationalized domain names (IDNs).

VNNIC and CC for TLD.RU signed the MoU

The Coordination Center for TLD .RU of the Russian Federation (CC for TLD .RU) is the national registry responsible for the management of the Russian country code top-level domains (.RU and .РФ). It performs the function of developing infrastructure for the operation of the national domain system of the Russian Federation, establishing policies and management regulations for the country code domain, and overseeing the .RU and .РФ registrars.

The Vietnam Internet Network Information Center (VNNIC) and the Coordination Center for TLD .RU of the Russian Federation (CC for TLD .RU) officially established their bilateral cooperation relationship through the signing of Memoranda of Understanding (MoUs) in 2016 and 2019.

Since then, as national domain management authorities, VNNIC and CC for TLD .RU have actively exchanged and shared information, knowledge, and experience in the development, management, and promotion of ccTLDs and IDNs, as well as experience in operating national DNS server systems and ensuring cybersecurity and Internet stability in general.

Within the framework of APTLD 86 in Da Nang City, aiming to enhance the effectiveness of bilateral cooperation and align with the development orientations of both organizations in the new phase, VNNIC and CC for TLD .RU proceeded to sign the 2024 Memorandum of Understanding (MoU) with the objective of strengthening the management and development of the country code top-level domain (ccTLD) systems of the two countries.

During the meeting, both sides discussed measures to further enhance information sharing, policy coordination, and strategies for developing, managing, and promoting national domain name systems, as well as to strengthen cooperation in human resource development through information exchange and training activities.

VNNIC and CC for TLD .RU also agreed to intensify collaboration in community engagement and Internet development in Viet Nam, through cooperation in organizing events, providing experts and speakers for VNNIC’s annual activities, and supporting each other’s projects and initiatives at international forums such as ICANN and APTLD in the future.

In the coming time, both sides committed to continuing to develop their cooperation sustainably, further sharing technologies and technical expertise related to Internet resource management, and coordinating in organizing community development activities, including training programs and the establishment of technical and technology forums in Viet Nam.

This was VNNIC’s first bilateral activity in 2025.
